Which is more responsible for an action, the congress that pes a bill, or the president who signs the bill?

Unfortunately, many times the bad is slipped in with the necessary, like another stimulus plan being attached to both, unemployment extension and the tax cut extension. We need to p them both so the bad (more spending) gets attached and eventually it will be pushed through because it's needed. Many times in the past few years, the bad has been attached to military bills that our troops needed. Who's going to stop that from going through.
