How much trouble can a secretary get into if caught calling the pharmacy w/a fake Rx from the Dr's office?

Is it a felony or a misdemeanor if the secretary at the dr's office calls in a prescription for narcotics (pain pills, valium, sleeping pills...) to the pharmacy w/o the dr's knowledge? What are the penalties? What about going across the boarder to get them, are there consequences?
